The Metascience Working Group (MSWG) is a forum and coordination platform for academics and policy practitioners to contribute and draw on key insights that could inform the design and evaluation of science funding programs.

The working group facilitates metascience proposals, discussions, and insights, with a particular focus on projects that may be relevant to ARPA-H, the National Institutes of Health, the National Science Foundation, and the U.S. Patent and Trademark Office.

What is Metascience?

New scientific discoveries are the basis of long-term economic growth and social progress. But despite how much society spends on science, we know surprisingly little about how different structures, incentives, and organizational models shape the rate and direction of science.

 

To learn more, we need to apply the scientific method to the way that we fund and structure science. Rigorous experimentation, data collection, and evaluation can help us advance the frontier of knowledge and produce better science. We need to create, in other words, a practice of “metascience”.

Metascience seeks to address questions like: What contracts, incentives and institutions work best when funding scientific research? How should funders decide which projects to support? How much weight should be given to the proposal versus the track record of the proposer? How can we get the benefits of expert peer review without throttling new ideas that are outside dominant research paradigms? And how can we ensure that the most talented individuals—including early-career researchers, those entering science from non-traditional life and career paths, and more broadly members of traditionally under-represented groups—are not discouraged from pursuing science? Little systematic evidence exists on many of these questions.

The scientific method gives us the tools we need to discover answers to these questions — we just need to apply the experimental method to science itself.

As hosts of the MSWG, the Federation of American Scientists (FAS) and the Institute for Progress (IFP) will field, source, and curate insights from the metascience community to share with participating federal agency officials and philanthropic science funders. J-PAL’s Science for Progress Initiative will foster leads on randomized evaluations to improve the effectiveness of science research funding and its influence on policy and practice.
